What khaddar actually is
Khaddar is woven rather than brushed. That is the whole difference: where dhanak gets its warmth from a raised, fleecy surface, khaddar gets it from a denser weave and heavier yarn. The result is a fabric with more body, a matte finish, and considerably more durability — khaddar survives seasons of wear that would flatten a brushed fabric.
It is the traditional winter cloth of upper Punjab and KP, and it is still what people reach for where winter is a real season rather than a few cold weeks.

Rule of thumb: if you are in Islamabad, upper Punjab or the north, khaddar earns its place. Through Lahore and central Punjab, karandi and dhanak carry most of the season. Caring for khaddar — the shrinking question
Khaddar is a cotton weave and it will shrink in hot water. This is the single most common complaint about the fabric and it is entirely avoidable: wash cold, never tumble dry, and dry in shade. Many tailors deliberately cut khaddar a little generous for exactly this reason — worth mentioning to yours.
Otherwise it is the most forgiving winter fabric you can own. It takes a hot iron better than dhanak, does not pill, and looks better after a season than it did new.
A small, fast-moving range
